The objective was to collect as much money in the shape of revenue, and as speedily, as possible. If an owner failed at the stipulated time he was immediately pushed out and another took his place It was also considered necessary to create a class whose interests were identified with the British. The fear of revolt filled the minds of British officials in India and they referred to this repeatedly In their papers.
