It was just such an idea, one that came from observing the clerks that established my reputation as a consultant. I noted that every three months a clerk had to write the address of each landlord along with the unchanged description of property and infrequently changed tax rates. I thought, it would be far better if this information could be printed on form. In those days there were no computers. The nearest thing to one was an addressograph machine with an embossed metal plate that could print these details on the form. Later, when we introduced that machine the clerical staffs were initially sceptical and partly hostile as they saw their work being displaced by a simple machine an orderly could operate. So it required a lot of persuasion buttressed by support from the top.
